Paving cost in Amsterdam is worked out per square metre. Below are the market prices quoted by public Dutch price guides such as Homedeal and Trustoo, broken down by type of job and marked with whether VAT is included. What goes into the cost of paving in Amsterdam
Paving contractors in the Netherlands almost always price per square metre. That figure covers two things: the tiles or bricks you will see, and the work needed to keep them level. The second part matters more than most people expect. Cheap tiles on a soft sand bed will be wonky after a few winters, and then you pay for the laying all over again.
What has to happen below the surface varies from garden to garden. Excluton's laying guidelines call for a foundation of about 20 cm under a terrace or path, including the 3-5 cm bedding layer of clean sand (the straatlaag). A driveway needs 30 cm because a car will be driving over it. Every extra centimetre means digging deeper, carting away more soil and bringing in more sand or crushed rubble.
Across much of Amsterdam there is one more cost on top: the ground is sinking. Deltares measured subsidence of 1.7 to 6.3 mm a year at Krulslaplantsoen in Bijlmer-Oost. The houses there stand on piles and stay put, while the gardens around them drop. Re-paving in a street like that often means raising the garden with sand before a single tile goes down. The figures come from the Homedeal (November 2025) and Trustoo (March and October 2026) price guides, and from the Kadaster (Land Registry) tariff list for the cable check. They are national market prices, not Amsterdam-specific rates, and not our price list. Watch the VAT column: one guide includes it, another leaves it out, and sometimes the source does not say.

The guides do not always agree. Homedeal gives €10-20 per m² for laying a simple pattern on one page, and €20-40 on its driveway page, the same range Trustoo uses. That is why you see ranges here rather than averages.
For permeable paving and grass pavers we only found Belgian or undated prices, so we would rather not print them. What drives the cost there is the type of unit (bricks with spacer lugs or wide joints, grass-concrete blocks, porous concrete pavers), a build-up underneath that genuinely lets water through, and how high the groundwater sits in your street.

Six things that push a quote up or down
How deep the foundation goes
Wienerberger says a garden path can usually sit on fill sand. A driveway needs coarse crushed stone or broken rubble topped with paving sand. More depth means more digging, which Homedeal puts at €10-25 per m² before any material goes in.
Sand to raise the garden
In Bijlmer-Oost and in Tuindorp Oostzaan in Amsterdam-Noord the ground around the houses keeps dropping. Deltares works with about 1.2 mm a year for Tuindorp Oostzaan Oost. If a garden sits too low, fill sand goes in first at €50-70 per m³. Raising 30 m² by ten centimetres already takes 3 m³.
Getting materials into the garden
Plenty of Amsterdam back gardens have no rear access, let alone a driveway. Everything then goes through the house by wheelbarrow: sand in, old tiles out. On a narrow street there is often little room for a skip or builder's bag either. That all takes hours, and hours end up on the quote.
What happens to the old tiles
Disposal costs money. Sound tiles can go back into a path or behind the shed. If you are lifting tiles to green the garden, the Tegelservice run by Weerproof and the city collects tiles, paving bricks and kerbs free of charge from April to October. Register by 16:00 on the Sunday before and have them at the kerb by 07:00.
Laying pattern and cutting
Stretcher bond goes down quickly with little cutting. Herringbone is more stable, but every edge needs angled pieces cut to fit. Trustoo puts labour for a complex pattern at €30-45 per m², against €20-40 for a simple one. Allow around 5% for cutting waste whatever the pattern.
Edges, falls and door thresholds
Without edging, paving slowly spreads apart. Excluton recommends at least 5x15x100 cm kerbs for a terrace and 8x20x100 cm for a driveway. The surface also needs a fall of at least 1 cm per metre away from the house and must stay 1-2 cm below the door threshold. A low threshold makes that fiddly.
VAT (BTW)
VAT on paving: 21%, with one exception in the garden
Labour for paving, a driveway, a terrace or garden landscaping carries 21% VAT, which the Dutch call BTW. According to the Belastingdienst (the Dutch tax office), the reduced 9% rate for work on homes only covers insulating, painting, plastering and wallpapering in homes more than two years old. Paving is not on that list, even when it is right outside your own front door.
Plants are still at 9% for now. That is changing: under the 2027 Tax Plan, flowers and plants move to 21% from 1 January 2028. If your garden needs a lot of new planting, when it is delivered makes a small difference.
This is the easiest trap when comparing quotes. Trustoo gives €30-70 per m² for garden landscaping excluding VAT. Add 21% and you are at roughly €36-85. Homedeal's paving prices include VAT. Put the two side by side without adjusting and you are not comparing like with like.
Grant
Subsidie Groen: money back for swapping tiles for plants
Through its Subsidie Groen (green grant), the City of Amsterdam pays up to €15 per m² when you take tiles out of your garden and replace them with planting. The cap is €1,000 per house with its own ground (a grondgebonden woning, so not a flat), and you must remove at least 10 m². A pond can count. The green area has to stay in place for five years, and you can apply together with your neighbours.
A worked example: lift 40 m² of tiles and the grant is €600. From about 67 m² you hit the €1,000 ceiling. We can write the quote in the format the city asks for, with labour, materials and VAT itemised. For ideas on what could replace the tiles, see garden landscaping.

- You need DigiD (the Dutch government login), an activity plan and a budget.

Questions about paving cost in Amsterdam
How much does paving cost per m² in Amsterdam?
Homedeal quotes €45 to €115 per m² including VAT for paving with materials and labour. Trustoo arrives at €40 to €100 per m². The difference mostly comes down to the material you choose and what has to happen below ground, such as raising the garden or laying a heavier foundation. These are indicative market prices. Your own price follows a free site survey.
Do the prices on this page include VAT?
It depends on the line, which is why each one is marked. Homedeal's paving and material prices include VAT. Trustoo's garden landscaping price and the landscape gardener's hourly rate exclude it. For Trustoo's paving labour figures and Homedeal's driveway prices the source does not say. Labour for paving and garden landscaping carries 21% VAT.
What goes into your quote?
A fixed price per m² with the build-up spelled out: how deep we dig, which foundation goes in, how thick the sand bed is and which edging we use. It also states what happens to the old paving and whether sand is needed to raise the garden. If we dig with a machine we first file the KLIC notification with the Kadaster, the legally required check for underground cables and pipes. In 2026 that costs €10.50 per notification.
Do I need a permit, and does that cost extra?
Paving your own garden usually needs no permit. It is different for a listed building, in a protected townscape (beschermd stadsgezicht) or if you want a new driveway exit across the pavement. In Amsterdam that exit needs an omgevingsvergunning for an uitweg, the permit for a driveway crossing. The price guides do not cover the city's fee, so ask on 14 020. If in doubt, run the permit check on the Omgevingsloket website.
Can I get a grant for taking tiles out?
In Amsterdam you can, through the Subsidie Groen: up to €15 per m², with a maximum of €1,000 per house with its own ground, provided you remove at least 10 m². The planting has to stay for five years. You need to apply and be approved before work starts, and the quote must show labour, materials and VAT separately. We can supply a quote in that format.
What does permeable paving cost?
We do not give a figure, because we have not found a reliable Dutch guide price. The cost depends on the type of unit, such as bricks with spacer lugs, grass-concrete blocks or porous concrete pavers, on a build-up that lets the water through, and on the groundwater level at your address. After the site survey you get a fixed price for it.

We measure up for free, in English or Dutch, check how deep the foundation needs to go and whether sand is needed, then send a quote per m² with the full build-up in it. If you go with someone else after that, you still have an honest yardstick.
